Postdoctoral Research Fellow in Technology Policy (10019932)

One of the core questions of the next decade will be how we develop a new kind of technology 

policy: with a deep understanding of what is technically possible and which is grounded in the traditions of liberal democracies.  We need to foster the creation of new industries and tools while simultaneously doing better at creating guardrails for the new technologies that will get us there.  The issues are complex, the policy environment is underdeveloped, and new technologies are reshaping that environment on a regular basis.

The Facebook Technology Policy Postdoctoral Fellowship is designed to help advance long-term technology policy making in this arena.  We seek a postdoctoral fellow looking to gain industry and policy experience to inform their research.  In addition, ideal candidates are cross-disciplinary, and looking to become more so.  It requires the fellow to meaningfully contribute to the global technology policy by:

Identifying under discussed, key policy issues for the coming decade, which technology will impact

Identifying and building collaborations with the most important thinkers in those spaces

Writing about those issues for the academic, policy, and public spheres

This fellowship is both a typical industrial postdoc in that it offers an opportunity to conduct significant, field-advancing research in a corporate setting and entirely atypical in that:

It reports directly to the Facebook policy leadership, with broad exposure to their thinking.

The post doctoral fellow will have access to the Facebook leaders and their long-term policy considerations.  It is expected that the fellow will utilize that access to develop net-new research projects that relate to a broader policy research agenda.

It is expected to draw upon significant internal and external expertise -- particularly through deep engagements with senior scholars around the world, with high-level introductions facilitated by Facebook.

Most good, critical thinking does not happen within a single organization.  As such, the Fellow will have access to the full network of the Facebook policy leadership team (in addition to their own) in order to survey the policy landscape and ensure that the policy research agenda takes into account the most significant challenges societies will face in the next decade.

It requires publication in general interest media, and to a significantly lesser extent policy spaces and academic, peer-reviewed journals.

The most important policy work needs to speak to a broad public in order to be successfully implemented.  As a result, it is expected that the post doctoral fellow will publish with internal and external co-authors for the public primarily, policy stakeholders secondarily, and the academy as time allows and is advantageous.

The Fellowship is open to researchers who will have completed their PhD by June 2020 and have an established research track record, as demonstrated by publications.  Additionally, some form of existing policy leadership -- shown through participation in public fora, writing OpEds, testifying before legislative bodies, and engaging in direct policy making -- is required.

The ideal candidate is entrepreneurial, comfortable navigating a new role, thrive in a cross-functional environment, managing projects and initiatives, anticipating project issues and resolving them, and removing barriers to doing great work. A successful candidate will be someone who is self-directed in identifying internal and external experts to contribute views to the work and clearly communicating gaps and discrepancies in views.

Excellent verbal and written communication skills, ability to understand complex issues, and a highly organized approach are mandatory. Background in policy, AI, or technology research. The role will require the ability to debate issues articulately and to synthesize information and key arguments expertly. This is a full-time position based in our Menlo Park office.

The post doctoral fellow will receive a competitive salary, benefits, relocation expenses, and are hired on for a fixed appointment of one year, with high likelihood of extension until project completion.
